56 People Died In A Mini Apartment Fire

39/56 people who died have been identified and 37 people were injured, according to Hanoi Police.

According to statistics as of 5:00 p.m. from the Department of Education and Training, there were 29 students in distress in the fire, of which 10 died (5 middle school students, 4 elementary school students and one preschool student);

Thus, up to 2/3 of the total 150 residents living in the apartment complex were in trouble.

The apartment building is licensed to have 6 floors, but is built with 10 floors

Authorities said the homeowner, Mr. Nghiem Quang Minh (44 years old, residing in Cau Giay district) had many violations.

Mr. Dang Hong Thai, former Vice Chairman of Thanh Xuan District People’s Committee, who signed the decision to grant a construction permit for this project, said he had twice issued handling documents when detecting violations.

Mini apartment owner Nghiem Quang Minh was prosecuted and detained for 4 months for violating fire prevention regulations according to Article 313 of the Penal Code.

The apartment fire at house number 37, alley 29/70, Khuong Ha street, Thanh Xuan district occurred at 11:00 p.m. on September 12.

The police arrived at the scene after 10 minutes, but had to run a 400 m rope to reach it.

The fire was controlled after more than an hour, but the search and rescue of victims dragged on.
